Brian, these seem to be the most models per buck. Not quite sure on the scale of them though.

Looks like they are 28mm what is GW ?

28mm heroic which means 28mm slightly unproportional.

I was thinking with a new empire book i might do a civil war army with all hand gunners and cannon

Just handgunners and cannons? Might be kinda dull. However, it looks like those civil war minis include cavalry, so I would suggest using them as Pistoliers. Having something to divert and harass would make the game more interesting and also help you delay close combat.
